This chain-smoking character has been one of the most mysterious, if not most powerful government figures that Mulder and Scully have had to deal with in the past three seasons. He is (almost) always one step ahead of our heroes and seems to be a very important person in the shadow government. In the second season cliffhanger, we found out that he has worked in the past with Mulders father. After having Mulder's dad killed and trying to kill Mulder... he was forced to abandon his plans of killing Mulder and Scully by Assistant Director Skinner. Speaking of which, this had to be the best quote I can remember from Skinner: Skinner to Cancerman "This is the part where you kiss my ass!" You tell him Skinner!!!
