If you ask me, the best resource out there is the Oracle mail list. You can be part of this excellent list by sending an email to listserv@dbinfo.com without a subject and with the text subscribe oracle-l xxx (where xxx is replaced by your real name). This listserver even runs other lists like one for DEC's Rdb/VMS database. This list is called decrdb-l.
There are also newsgroups out there which you will probably find very useful. You might want to look at comp.databases.oracle or comp.databases.rdb. These are for Oracle and Rdb/VMS respectively, but you will also find more general newsgroups like comp.databases and comp.databases.theory.
