We have formed a user group for Oracle on Windows NT, if you're interested email me or William.

There are lots of resources on Internet related to relational database administration and development. As a major supplier in this market, Oracle enjoys much attention on their products.

If you ask me, the best resource out there is the Oracle mail list. You can be part of this excellent list by sending an email to listserv@dbinfo.com without a subject and with the text subscribe oracle-l xxx (where xxx is replaced by your real name). This listserver even runs other lists like one for DEC's Rdb/VMS database. This list is called decrdb-l.

There are also newsgroups out there which you will probably find very useful. You might want to look at comp.databases.oracle or comp.databases.rdb. These are for Oracle and Rdb/VMS respectively, but you will also find more general newsgroups like comp.databases and comp.databases.theory.
